Can a used ECU/DME be deleted and programmed with info from another ECU?

I have a BMW 318i 2000 and the ECU/DME is broken...
I bought an used ECU/DME and the mechanic said that the programming is different so
it won't work.
He is trying to change the EWS and get a new key... don't know.

Is there any way to solve this problem??
Can the ECU/DME be reprogrammed or do I have to buy a new ECU?

Need assistance...
